Kam is the Legislative Affairs Director for the Northern California Water Association (NCWA). Kam represents NCWA to the State Legislature and works closely with the NCWA Team to implement political strategies that advance our shared vision for vibrant communities, healthy ecosystems and sustainable water management in the region.
Prior to joining NCWA, Kam was an in-house state and federal lobbyist for California Trout and was a key policy strategist on major infrastructure and restoration initiatives throughout California. Kam was instrumental in advancing collaborative efforts to reactivate historic floodplains and support multi-benefit restoration projects in the Sacramento Valley. Kam currently sits on the Advisory Committee for the upcoming 2027 Central Valley Flood Protection Plan.
Kam is a graduate of Loyola University Maryland, where she earned a B.A. in Philosophy. In her free time, Kam enjoys hiking, flyfishing and paddleboarding in the American River and surrounding areas.
