Joy Rust, NCWA Communications Director

Joy leads communications efforts at Northern California Water that bring to life the work of water managers, farmers and partners across the Sacramento Valley—shaping messaging, storytelling and brand development to highlight how water management supports communities, agriculture and the environment. She brings a versatile background in communications strategy and brand development, previously serving as Brand Director at Farmers Communication Exchange in Sacramento. There, she worked with dozens of agricultural organizations, associations and commodity boards to unify voices, develop and execute strategic communications plans and engage key audiences. Her experience spans internal and external communications, complemented by graphic design and photography that support and elevate the broader narrative.

In her previous roles as a marketing consultant for food cooperatives nation-wide, and as the Marketing Manager of Common Ground Food Cooperative in Urbana/Champaign, Illinois, Joy immersed herself in the world of community ownership, the intricacies of the food system and the ever-evolving landscape of marketing trends. The experience fueled her passion for organizational communication and branding.

Joy grew up in the Midwest but has lived in Sacramento since 2015. She is a Hoosier graduating from Indiana University. Joy and her husband Charley have two young daughters, Juniper and Vera. Joy enjoys staying active through CrossFit and hiking. She loves exploring the region and is honored to call Northern California her home.
